I have some insight there. The worst thing a cloud provider can do is allow a security breach. If you selected West US 2 when creating the resource, no need to change here. It's working fine now. @tcscreamer Seriously, though, there are preliminary reports of the failures coming from Azure.

We also have no data that suggest the US Government's AD Services are Azure. You never get a 100% uptime SLA.
